The "Strategic Plan" for Venezuela’s PDVSA Falls Too Short

Last week, Eulogio Del Pino, president of PDVSA and Venezuela’s oil minister, presented the guidelines for the Strategic Plan of Socialist PDVSA 2016-2025. We should recognize that this is a plausible effort of Del Pino who, after more than a decade of total inertia and abandonment in strategic planning of the state-owned oil company, has encouraged internal debates in PDVSA for the purpose of listening to and collecting proposals from "96,000 workers from all operational areas of the industry," many of whom are being incorporated into the Socialist Strategic Plan that at the same time is in line with the Plan for the Homeland 2013-2019, inherited from the late Hugo Chávez. According to Del Pino, the aim of the Strategic Plan is to position PDVSA as a leading company in the production, processing, refining and marketing of heavy crude oil. More…
