Maduro extends passports for two years because of ink and paper shortage


President Maduro has signed an emergency decree that extends expired Venezuelan travel documents by two years because of a chronic shortage of paper and ink at the national passport agency. At least a million Venezuelans have been waiting months for new documents, trapped in a bureaucratic limbo that means they cannot travel.
