conflict when the Venezuelan senior official, Hugo Carvajal, former head of
military intelligence, who was arrested in Aruba. This was done at the request
of the US, where he is suspected of drug trafficking. According to Venezuela,
Carvajal had diplomatic immunity. To support their argument, the country sent
naval ships to the Aruban waters, and the island was threatened with economic
sanctions. Prime Minister Mark Rutte ordered then Minister of Foreign Affairs
