top diplomat in Ottawa, Wilmer Omar Barrientos Fernández, missed an opportunity
to present his credentials in February after having arrived in Canada on Jan.

Wilmer Omar Barrientos Fernández is not an ambassador. He is an army man often accused of corruption, violations of human rights and narcotraffic. He should not even be in Canada.
