A new requirement in Venezuela that every American visitor
be granted a visa before entry to the baseball-rich country has already
affected the Astros, the organization that was the first to build a baseball
academy in the country. An American scout for the team attempting to travel to
Venezuela this week was turned away. Luhnow declined to name the scout. “It was
two days after the announcement,” general manager Jeff Luhnow said. “So he got
down there as the trip was planned. He went down there, we didn’t know anything
about how to apply for a visa or what the process was, it hasn’t been spelled
out. We figured maybe there was a window where (entry could be granted). It did
seem like they were selectively enforcing this. And we were selectively
