The Antigua and Barbuda government announced Monday the
signing of an agreement that will see Venezuela pay $24 million for a stake in
the West Indies Oil Company. Prime Minister Gaston Browne met last Saturday
with Venezuela's foreign minister, Delcy Rodriguez, the government said. "We
had a most successful, most productive meeting. We have in essence and in
principal agreed to the terms of our arrangement, which include an equity
participation by Venezuela as well as a loan facility to help us to upgrade the
