Venezuela President Nicolás Maduro, hobbled by an economic
crisis and mounting social tension, reopened the possibility Wednesday of
raising domestic gasoline prices and devaluing the currency. The announcements
are the latest efforts by the Socialist government to resuscitate a flatlining
economy, which Mr. Maduro said contracted 2.8% last year. The International
