at Petroleos de Venezuela SA’s (PDVSA) 645,000-b/d Amuay refinery in Falcon
state following a Nov. 4 electrical outage that shuttered unidentified
processing units at the plant (OGJ Online, Nov. 5, 2014). PDVSA is continuing
to safely reboot units and associated service installations at Amuay impacted
by the power failure, but it would be 6 days before all units interrupted by
