Canada has been accepting a small number
of refugees from Venezuela, several hundred annually for the past couple of
years. But we recently denied visas to prospective visitors, presumably based
on the fears those people planned to stay. Prime Minister Justin Trudeau
himself called the situation a “humanitarian crisis” back in June. He’s right.
But he and other public figures need to understand the root causes of this
