international donors funding humanitarian aid services to those fleeing across
the border to Colombia are no longer concerned that food and shelter are
enticing people to migrate. “There was a bit of a debate about ‘is it a push or
a pull if we establish humanitarian assistance on the border or further away?
Is that serving as a magnet to draw people out?’ That conversation is over now,
because it’s very clear people are fleeing,” said Michael Fitzpatrick, deputy
