The Organization of American States (OAS)
indicated that democracy in Venezuela was 'completely eliminated' on July 30,
when the South American country elected a new National Constituent Assembly
(ANC). In its fourth report on Venezuela, the OAS deemed the ANC as illegitimate.
According to the international body, the process that led to the installation
of the ANC "violated the constitutional provisions on the universality of
voting." "It was a vitiated process from its origin, plagued with
irregularities and violence, in which the basic freedoms of citizenship were
