Maduro announced that he is promoting
on Friday, just hours after Venezuela's chief prosecutor said
she was investigating Gonzalez for "grave and systemic human rights
violations." Gonzalez has served until recently as chief of the feared
Sebin intelligence agency. He is the second high-ranking official that Maduro
has rewarded this week after being accused of abuses against the opposition. On
