According to Borges’s letter, it will be
illegal on the part of Rosneft to buy a stake of PDVSA in Citgo, if the regime
of President of Venezuela Nicolas Maduro is not able to fulfill its illicit
debt obligations to Rosneft. Borges urged the Committee on foreign investment
in the United States to oppose the transaction. He also believes that the
gaining of control by Rosneft is also contrary to the interests of the United
