Venezuela's Directorate General of
Military Counterintelligence (DGCIM), the country's military
counterintelligence agency, may charge the former head of the national
intelligence service, Miguel Rodriguez Torres, with conspiring in instigating a
military rebellion against the government, El Estimulo reported April 6. Though
the report of possible charges against Rodriguez Torres is still unconfirmed,
indicting and possibly arresting him would make sense in terms of the Venezuelan
