are inching toward serious talks on a power transition. The country's political
elite are attempting to set the stage for a compromise that will address the
opposition's demands that a referendum on President Nicolas Maduro's removal
from office be held before year's end. The administration, hoping to slow the
referendum movement's momentum, has offered to hold an early election in two
years, instead. But the proposal is only one of several on the table, and the
numerous points of contention that remain could still push the talks off course.
